I think you will find 1 of the wires are sheathed in yellow, indicating SRS . Lyonsy is correct that there is a sensor for activation of system if seat is occupied. There is manual seats with heaters indicated in RAVE, However they would be easy to spot with the 2 extra switches in the center console! A copy of the RAVE is handy to follow wiring.
In answer to your question can you retrofit heaters, Yes you could as all the wiring is there in a D2, but you would need switches, relays, the heating elements for the back and base of the seats plus pull the covers off to fit. There are also aftermarket systems too that do the same job, but of course you need to know where it all goes.

I thought it was for the seat belt pre tensioners. No side airbags so it won't be for them.

Well the seat belt pretensioners are a part of the SRS system They operate in conjunction with the deployment of the bags in an event.
Mine ,2002 disco, have the wires encased in a yellow sheathing. Any wiring in yellow are always associated with SRS.

Technically I suppose but as srs is imprinted on the air bag on the dash, I thought that. The seat belts aren't supplemental but yes it works with the airbags.

The heat element fit procedure doesn't mention manual or electric at all.
However it does refer to Seats, Repair, Cover - cushion - front seat

The Seats Repair, Cover -cushion - front seat doesn't mention electric seats even once. Not even in passing. However it does refer to Seats Repair, Seat - Front

Paydirt: Seats, Repair, Seat - Front refers to electric seats twice in 18 steps.

The seat remove is 10 steps. The only mention of electric seats is Step 9 which says
    Electrically operated seats: Disconnect 2
    seat motor multiplugs
The refit procedure is 8 steps. Only one steps mentions the electric seats:
    2. Electrically operated seats: Connect seat
    motor multiplugs
I'm sure you'll be able to skip the two optional steps and follow the procedure with manual seats.

    cheers
    Paul
