You could try copper anti seize spray which would be more heat resistant , but you will probably end up having to buy a cheap 2nd hand turbo as the internal bushing binds .Swap the turbine housings over if the rest of your turbo is in better nick than the one you buy or you could buy an upgraded one ( turbo) if funds allow

If you disconnect the actuator rod...
Spray some lanolin spray of some description onto the shaft where it goes into the exhaust housing and try move it back and forwards with some decent pliers or grips. Once free, a little bit of lanolin spray now and then will keep it free, the heat of the exhaust will actually allow the lanolin spray to work its way into the steel, I generally do a little drop on that shaft on customers TD5s on each service.
