Well I found the culprit and there is the tool to fix it.
i still think it strange that it seemed to spontaneously fail after about a year.
the ring spanner didn’t work as well as expected as it seemed to need the missing bit.
However it sped up the undoing as it is 12 point so could be repositioned quickly.
to gain access and remove the pipe it is wise to remove the vacuum pump oil feed and the vacuum pump brace as well as remove all the plastic bits and the inlet hose to ex egr

if you take to the side of the ring spanner with an angle grinder and cut a slit, it will become a crows foot .
It is a crows foot with 8 mm taken out to enable it to go over the pipe.
But that then caused it to slip easily as it needed the two? Points taken off to grip the nut.
In the end the open end bit with lots ground off did the trick.

9/16" Crows foot and you're done!
(And it wont slip because its the correct size)
Installed the new control box for the winch. It works!!

The ignition key lock has finally given up and locked for the last time. A lot of the dash had to come out so that I could get the steering wheel off as they unbolt from the back and my wiring length (unlike the factories) didn't exactly cater for pulling the dash out like this. The bolts that hold the steering lock in are security ones, so I will have to drill them out a little later.
