If your going to the trouble to take the console out why not replace with a USB twin unit while you're at it?

    BE CAREFUL .
A Garmin will not work from a USB as the wiring is different.
AFAIR my dash cam will not either.
I wanted a nice neat setup but it was not to be. I have a big clunky 3cig lighter setup on the side of the console.
What I did was run wires back through the console from the cig plug wires and fitted a dual USB socket to the back of the console for iPhone and iPad charging.

USB power (and data) is always the same. Doesnt' matter which manufacturer, but if they use a standard USB connector(A, B, mini or micro) the power lines will always be the same.
if Garmin use a conenctor and is wired differently then it's not USB, it's some other proprietary connector.

    I'm thinking this is unlikely.

What I reckon may be the issue could be the power draw that the Garmin needs.
If you just have any old USB power thingy, then most likely may not be supplying 1amp or more.

Try a 2.1 amp USB socket, my guess is that it will more than likely work fine.

I have 'similar' issues with my Galaxy tab 7". if I plug it into a cheapo, average USB power point, it doesn't charge. Looks like it's incompatible, but it is.
Plug into a 2.1 amp USB socket, and charges fine(that is 2.1 amp for a single USB socket)

USB(A type) ports have 4 pins, two inner are data, and the two outer are power.

With much digging at the time I found out that the plug at the Garmin end has to be bridged between 2 of the terminals.
    Look Here

In other words a stock USB cord with a mini on one end for a Garmin and a stock size USB on the other will only transfer data and not power.

My Garmin GPS won't power up with a standard USB cable either.
I have a 3 port ciggy lighter gizmo velcro'd to the dash mat that also has 2 USB ports on it to power up my phone.
It is a bit "Untidy" But it hasn't let me down for 3 years so far and it was as cheap as chips to buy

I put in heavy a high amp output twin but in addition to my cig lighter. Unfortunately you cannot buy a twin or single USB that is wired in that is a smartcharge that activates the Samsung Fastcharge. So I have an Anker for that plugged into the Cig socket and run my iPad and other things off the hardwired dual outlet. Cheera
