Are you saying traction control is noisy when diff lock on?
Maybe different size tyres front to back? Lets theorise that one tyre smaller or larger evened out by axle diff. when diff locked both diffs have to travel equally so smaller tyre out of range.

Noisy when stopped or in motion? What type of noise? So many possibilities with such sketchy indicators.
If you don't like trucks, stop buying stuff.
Yes I have a sneaking suspicion that my wheels are rotating , but seems to happen only when I'm in the car ....what could cause this?

This a sight unseen cheap LT230. I was curious to see if there was a known issue.

OK now I assume TC =transfer case.
No known issue with noisy when diff lock on.
The diff lock is just a big dog clutch which is spring loaded. If the noise is a crunchy type noise then the dogs may be broken off or damaged or the selector may not be moving enough to fully engage the lock.
if it is a whining noise it would most probably be the front output shaft bearing.
