    Checked the F16 fuse and its ok,checked under dash fuses but it does not have a Horn/CC fuse. Ok so now;

    1. How do you check the relay R13 is ok?
    2. Where is the vacuum piping located for the CC as I have read that can be an issue?

    TD5 doesnt have a vacuum pump, CC is built into the ECU.

    Things that can stop you: Horn fuse
    Brake light switch faulty
    Clutch switch (if manual)
    Clock Spring Cassette on steering column

    Hello,
    I had a similar problem on my TD5 and it was a faulty brake pedal switch I got a new switch and it has been fine ever since.
