first the obvious...is it full??? undo the bleed screw on the T piece when you fill it and this will (should) allow air to escape the system and allow it to be filled completely. air in the system can give a false sense of fullness which may explain the cold/hot expansion tank issue.
you may also want to consider having the radiator taken apart and cleaned given the age and mileage (kilometreage ??).
