I thought that very flying low (in the ground effect) is not only below useful radar but conserves fuel?
I see the pilot was a member of Anwar's party and he was re-convicted of sodomy (a political tactic) just hours before the flight took off, so its been speculated that the pilot may have wanted to protest against this.
However, Anwar says that's just another attempt by the government to smear him.
So, probably not true, but interesting...
