    Chinese people can buy fireworks in Melbourne as it's part of their "Cultural Heritage".

    make them 100% legal and let Darwin sort things out

    used to be shops in Footscray where you could buy them, those asian grocery style shops that just ooze dodginess. haven't heard of any purchases for a few years though so dunno if they're still active
