I have not seen this with outside companies, but I have seen this within NSW health, people get money/funding from different departments that don't talk to each other so the original person gets twice as much money.

This was the point I was looking at making in the assignment, it is called function creep. I don't personally believe it wont happen without a huge fight (note I did not say that it would not happen) It is something to keep a good eye on.
