Looks Factory to me Ron, I cant understand why they would weld across a top rail like that. It creates a weak spot and was bound to crack, you will find "Decals" on many trucks saying "Do not weld/drill top or bottom flanges).
I worked on trucks for years and if we had to lengthen or shorten a chassis and had to weld top and bottom rails we had to (by law, RTA) run the top and bottom welds diagonally across the top/bottom to get the longest weld possible. Which stops the stresses imparted when a short straight weld is used across the top or bottom rails, Regards Frank.
