Many, many years ago, I made one to block transistor radios on trains. I built a small tuneable RF oscillator into a cigarette packet (so that it wasn't obvious) and would tune it to the station (if the person was listening to it at a very loud volume).
These days some people have their iPods running so loudly you can hear them through their earphones.
