If it's a rental and having a quiet word with the tenant doesn't work, then finding the landlord / agent dealing with the property would be a good start and have a word with them about it, they can then write to the tenant.

I'm guessing here but as a tenant it's likely the house owners have a no smoking on the premises clause in the tenancy agreement, we certainly do on our rentals as the last thing we want to be doing is fumigating / repainting the places when the tenants move on.

We had a dodgy tenant in our flat who was annoying the neighbours and we knew nothing about it. Neighbours had apparently tried speaking to him (he had a dog in the flat which he left during the day so it was barking, yet animals are banned from the building) but to no avail so the neighbours contacted the letting agents we use. Sadly they also contacted the building managers at the same time so we ended up with a letter from the managers telling us to sort out the tenant, the agents received the same letter. One letter from our agent to the tenant and all was sorted.

Well, sorted in that he moved out

The EPA fines for disgarding a lit cigarette butt are pretty hefty, then if they decide on a challenge and take it to court the fine is double if they lose.
