put a multi meter across the terminals on ohms.
so long as that doesnt come up as a dead short to the body or open circuit on the terminals, put power on them and give them some love with a rubber mallet
I picked up a couple of new Discovery horns at a swap meet recently for my series III. Wired them up individually to a battery when I got home to check them out, but neither makes a sound. I have seen the same type on eBay a couple of times, and was thinking perhaps there was a crook batch or am I doing something wrong.
