I bet it can be gotten out with a good scribe, some small screwdrivers and a bit of patients.
Started the work needed on the Landy this arvo. Got the drag link/ pitman arm ball joint apart ok.Got the pitman arm of the power steering box ok.
Wiping the crud from around the circlip that retains the lower sector shaft seal and one end of the circlip comes away.

So now have a circlip with only one hole. So now Iwill have to remove the box pull it apart and replace the circlip as well as the seals.

It possibly could be got out as you noted. There is though a seal lip that is between the circlip and the sector shaft. This does not give any room for the circlip to move inwards and out of its groove. May have got it if the circlip had stayed in one piece.
