You have far more control of an idiot in front of you than one behind you. As my dear departed FiL used to say, "Any four year old can push the accelerator to the floor."
Obviously you don't use cruise control.
It's a wonderful thing, being able to set a speed and have the car maintain it, but it's as annoying as anything when the person in front speeds up and slows down.
I don't enjoy that, that's why I overtake.
And if you think I'm some crazy speed demon, I drive a Td5 Disco and an 83 RR.
I would also suggest, that your FIL's saying supports the 130km/h speed limiter thing.
Anyone driving should be able to judge when the speed is appropriate, if they can't they really shouldn't be driving.
But putting a speed limiter on cars will just nurture the "4 year olds".
A basic problem with compulsory speed limiters on all vehicles is shown by the results of these fitted to trucks. As I think I commented above - recently three B-doubles were booked on the Newell at close to 130 - they were fitted with speed limiters set to 100. If this sort of tampering happens with these vehicles, which are far more closely monitored and more professionally managed than the family car, can anyone seriously consider that fitting speed limiters to all cars would achieve anything useful? Consider how many of you are driving round with unapproved ECU modifications, and that speed limiter manipulation would be just as easy.

As a long time motorcyclist, 40 plus years that statement is not correct. Any biker knows that the safest place to be is in front of the traffic where YOU are in control of what happens and what speed you travel at. And 130 kmh on a decent road bike is just idling on many roads. There are also very few Vic roads that are in such poor condition I would not be happy driving our Passat at 130 kmh depending on the conditions either.
I would also like to point out that my father was an interstate truck driver for many years and taught his children how to drive properly in all conditions.
Garbage. Maybe you don't want to use it on a twisty country road, but on most main roads and freeways? You must be one of the ones I come across that can't maintain 110 on the freeway in a modern car with cruise control for some inexplicable reason. I use my cruise control all the time, am on the road way more than most and I'm not having accidents every 5 minutes....
