so lets see... the majority of roads nationwide = 100km/hr speed limit (or lower) = no additional problem.
Driving a passenger vehicle without uprated brakes and lots of towed mass above 100km/hr = a stupid idea. The compounded risk of driving at high speed with a light weight and under-braked (in relative terms) tractor is obvious to anyone wanting to stop, never mind the fuel bill ;-)
Finding a Policeman with the time available to seek out the very infrequent vehicles that might fail this test and then willing to book the driver? = negligible
Net result = a very very very low likelihood that anyone will ever be booked under such a provision unless they backchat or are towing 10 tonnes at freeway speeds or something equally ridiculous.
There are weird and wonderful road laws everywhere, I seriously doubt there is any big brother element at play here seeking to prevent people towing anything that resembles private vs commercial transportation.
