						Do they have any structural issues that they are trying to address with the giant turnbuckle, or does it serve another purpose?
Indeed. Some dodgy engineering went into the "afterthought" bike path addition to the tramway bridge. It's rubber block bearings failed due to shear forces they were never intended to cope with. The rubber blocks spat out sideways as the beams rotated to the left. Just a few small chunks of concrete fell off the outer supports, cosmetic rather than structural. It will be an easy fix once they get another engineer to redesign the bearings to cope with the load of the wind sail hanging off one side. Trivial I'm sure but it'll take months to do, that's SA for you.

The turnbuckles were installed in a hurry to take the load off the outer supports to prevent the beam from falling onto the busy main road below. The bike path is currently not usable as the other end of the rods are sticking out the top of it. The side supports have smaller pads designed to take minimal side loads, which was the case until the main support bearings failed, possibly due to unseasonal warm, wet and windy weather. The picture crop shows how the beam has slipped sideways on the rubber bearing block which is now displaced to the right. A bit like expecting your double pluggers to take a bend after you've spilled sunscreen on them.
