Victoria was formed as an administrative division of NSW in 1836. It became a separate colony in 1851, and the border was defined then as the southern bank of the Murray, and remains the same (and, incidentally, changes if the river changes its course!).
Along similar lines, the border with Tasmania is a specific latitude small circle, which, however, puts almost all the islands in Bass Strait in Tasmania.

so you saying the Murray is all in NSW is wrong.
