I needed one to get my MGB GT registered and that was a conversion from RHD to LHD and it was just part of the process, not a deal breaker. Yes, it'll cost more than just buying new plates but we're not talking tens of thousands. You want the vehicle registered so get a price on what's required, THEN panic. I'm sure it'll be more than you want to spend but I'm also sure that you'll find it worth it to have your old vehicle in use by you again.
Why pay for the expense of an engineers report (could be over a thousand dollars) when you don't need one. If the vehicle was previously registered with that engine number there is no need to go through that costly step.

    X 2 what Mick says.

I have been through this process before, just go to vic roads and register it, tell them it was registered in Vic with that engine and if you know the rego number give that and it will show all the relevant numbers....job done.
