Then you have territories controlled by sovereign nations, such as Norfolk Island [ Xmas Island as well]

That's my point. The inhabitants of the country design a flag to indicate what they believe shows to other people what their country represents by way of an image or a symbol, for example think maple leaf and you think of Canada, think of a crescent and you think of an Islamic country such as Turkey, the various crosses in the Union flag represent something to Great Britain.
Even the uninhabited island that Mick used as an example earlier must have had a person to design it.
Then you have the various State flags. The only flag that was designed to represent the colony was West Australia. The rest were designed to represent the governors of the States and colonies.

Then there is the Northern Territory, never a British Colony, it was never given a colonial badge, as given to the States.

Every rocky outcrop has had some Nation lay claim to it. It then is represented by the flag of that Nation. EG, the Chinese flag now flies over some man made islands in the South China Sea. [ an example of an uninhabited island with its own flag, until the army lands, of course]
