    although the right thing to do, she/he could be charged.

    With what? I would have thought it would be a civil matter if any damage was done to the other vehicle. The Police don't want to know about accidents where no one's hurt, I doubt they would want to get involved with a car park incident.

    pretty sure tampering of another persons motor vehicle is a criminal offence.
    whether police are interested or not is a different matter.

    I lived in a high-rise unit in Cairns once. One Friday afternoon some muppet had stolen my car park. I was in a hurry to get to the airport. I parked my Nissan Patrol right behind them. There was o way out. Took a photo of license plate and then caught a cab to the airport. There was no way out for this muppet. I returned Sunday night and didn't move my Patrol until Monday morning. It was gone when I got home from work. I had no where else to park my car and I was in a hurry.

    Yeah, there's not a snowballs chance that the Police would get involved here with that sort of stuff. They won't even attend the scene when you car gets stolen any more. Just fill the paperwork out and go talk to your insurance company.
