Many older property's in Victoria have 85mmm swv pvc pipes running from the back of the pan , to the outside . This pipe is vented to above the gutter line . Most modern hose are now 100mm pvc. from the back of the pan . If as you say the waist pipe is smaller than that . Then it does not conform the the plumbing codes of practice . In fact whoever put this pipe in could be fined . There are quite strict rules . A plumber would no do this in fear of not only being fined , but loosing his license . The agent must get the owner to fix this plumbing problem or they do it and bill them . There is always the registration board who have inspectors . Jim

A plumber came out in the morning and did some repairs.
