Thanks for everyone's responses. I'll be showing these responses to the family member involved to encourage them to speak up and get it on the record as a first step.
We've had a conversation tonight and they want to talk it over with their friend but hopefully the seed as been planted.
Hopefully counseling which they are getting will help as well.

I think you yourself can act on behalf of the victim, with or without their consent (duty of care/concern etc), or at least advise the police of the issue. At that point they will give you the proper legal advice to follow.
Depending how serious the actual problem, sooner could be better than too late.

At the time I put up this post I was unaware there was a letter in our letterbox as follows:

I do not want to get involved so I have decided to inform you this way.
I believe I have found the operator of a drone. I had a chat and asked what was so interesting at your place. I have seen the drone at night and days you are out. It is quiet with no lights. Seems to have a camera with dump and retrieval claws.
The answer was - look at their faces - something like you would see on Crime Stoppers. Recons you are always snooping around as if to case the places. Top pilot gets the darn thing over fences close to windows. My guess is ex military. Probably a bit of a perve.
I heard somebody was an ex or current Screw in your house. Probably rumour from one I know is an ex-crim - mean mother.
So we went and made a police report today. They are definitely interested in what my daughter has to say and once she makes her report a visit will be paid.

Reminds me a bit of an incident a few years back on a mate's farm. He had a chicken farm at the time, and was having trouble with some "chicken libbers" who were trying to get the place shut down. One weekend when I was there, we saw a group of cars parked up on a side track along the edge of the farm boundary. A while later, a drone with camera came flying across the farm from that direction and began flying low and slow around the farm buildings etc.
A 12 gauge shotgun sorted the problem.
Funny that the people from the cars did not even attempt to enter the property to recover their dead drone, but as soon as we started to drive across the paddock towards them, their vehicles all took off in a huge cloud of dust, apparently never to be seen near the farm again so I'm told.![]()
