Can't speak about other systems, but I can say that respect for others is strongly pushed here, along with a clear path to redeem yourself is you screw up. Those who refuse eventually get expelled. The organization has a duty of care to protect other students from the troublemakers.
Also should add that, while most parents have it together fairly well, some parents are well intentioned, but unsure how to parent and a small number have no idea. A small number of kids are just deliberate delinquents. It's harder for single parent families, who are nearly half the total, but you can't blame the single parent families or any other group - it's not that simple.
But let's accentuate the positive: most are doing fine.
