That Mexican Nissan looks very much like the 150Y Pulsar that I had in Saudi Arabia in 1985.
It is not unknown for old model tooling to go to third world countries after they have done their dash elsewhere. Look at the Renault 12 which lived forever in Iran or the Rover SD1 and Morris Oxford which went on in India . i think that they still make them in India.
Re imports.
There is/was a loophole where you could get ADR unapproved cars into Australia via Perth.
BMW used to bring in the Baur convertible via WA back when I worked for them in 1980 as they were not ADR approved.
