I originally thought Fisheries but that's not an obscure department - I've had a commercial fisherman threaten me over a meeting table when I was Marine Manager in Telstra. Pretty scary - those blokes carry guns on their boats, I've seen them when I've been aboard.

There are times when >40kph would be useful at off-road height.
Eg. Climbing a sand dune which needs some speed to get up or a road with a really high centre which would be a down right pain to drive for long distances at 40kph when 80kph is still very safe.
