These devices do not put petrol vapor into the tube. They pump air that is sucked into the cylinder via the valve on the device - if anything, on the inlet stroke, since the external air pressure is a lot higher than the inlet manifold pressure with the throttle closed (idling), air will pass from the cylinder into the inlet manifold via the inlet valve. And, of course, when the piston goes down on the power stroke, air can only come from the valve on the pump device.
