I think the main reason he was reluctant to open it up was more a matter of how secure the anchor was. That prop would not be able to absorb anything like the total output of the Merlin either. I am surprised that he is using a propeller not a paddle, which would not produce the thrust, although a fair breeze through the radiator would be needed if opened up to any extent.

Would say that the prop on the Merlin is a prop that has been clipped to turn it into a test club,this was a common practice ,clip the blades and coarsen the pitch of the blades.The club prop was then capable of absorbing the power as well as providing the air for cooling.
