I would go with 320 wet and dry, use wet with a few drops of detergent

Hi. I am planning to paint my second hand bullbar satin black. At the moment is red and have some clear coat flacking.
Anyone can tell me what to do with the clear coat that is flacking? Do I just sand it with any sand paper?

Satin black ? Use a strip it disc in your 4" grinder. You'll be there to christmas 2020 if your trying to use sandpaper. If your using the car offroad, paint it with a brush using a killrust type paint (you WILL get brush strokes in it, so it won't look perfect up close .... this is what I've done). However you can readily touch it up when scratched.
Or, buy some hichem rattlecan epoxy primer and prime the now bare metal bar, then spray your favorite satin black over the top.
By strip it disc, I mean something like this

I know it's cheaper to do things yourself, but for the time and effort involved to strip, prep and paint it, I would get it sand blasted and powder coated.

If the bar is in good nick with no rust on it, all that is required is a good sand with 320 to take the gloss off, and give a key for the primer. No need to go to bare metal. I would use a good quality primer then top coat.
POR 15 have a few products that may work - be careful as some of their products are not suitable for direct sunlight.
