I would suggest if the rego plate is readable, that you take that footage to the Police. He could get anything from a fine to going to court for dangerous driving if there were pedestrians in the vicinity.

Police can't physically be patrolling every inch of society, they need our help, and the more the law breakers realise that in this day and age of dash cams etc, that they are likely to be sprung by footage, maybe it will register in their pea-brains, and maybe they will think twice before driving like the dickheads they are.
Unfortunately the rego is unreadable , don't know why , maybe the heated windscreen matrix is stooping clear view on my dash cam and going past at warp speed I did not get to remember the rego.
