Is it a leather "Strop" cleaner?
Films don't come near this device but leather does. However, it doesn't clean anything.
With nothing to reference the size, I'll suggest guillotine.

Could be some sort of mill, to thin and enlarge the area of leather.

Used for skiving leather - either thinning a strap to a set thickness for reins, etc. or to be stitched together for making stronger straps than an equivalent single thickness (as in for throughbraces, etc.)
