I had a similar issue but was more like fraudulent use of Number plate by previous Owner. And probably why the prev owner does not reply to requests and let me know the prior history.
I had a hell of a time getting my 1973 Series 3 Lightweight Registered .
I presented vehicle to VicRoads with current RWC, receipt & previous QLD number plates. Vic Roads told me to go away in no uncertain terms, The Former QLD rego plates were for a Red 1954 Series One . My Chassis number was not on file
my Lightweight was had a layer of Red under the Camo & interior was red . I know it had been in Carins during a previous ownership and AJ had spotted a Red Lightweight in Cairns during a round Aust trip. Had to be mine.
So basically a previous owner from Cairns fraudulently bolted a set of plates from a registered Red 54 onto my lightweight, and painted it Red colour , no one will ever know. ... wonder how much of this goes on ?
So my red tape trail began, There were no customs import records so I used a loophole & got a letter from Dept Of Infrastructure to the effect that it may have been imported before computer records began & had to get an engineers report saying it complied with 1973 ADR's, affix blue plate, and another RWC. VicRoads then begrudgingly registered it but were not happy about it.
Qld TMR had my P38A listed as a Discovery. Got the lass at the local office to look at the drop-down list on their system. Very next entry was for the P38A, couple of keystrokes and problem solvered.
