Unfortunately your scenario doesn't have the right ingredients to become a conspiracy, the people with kids at risk from malaria know first hand of the impacts of the disease and will grab anything that assists with its control with both hands. Don't see a privileged white "freedom fighter" in sight in that scenario.

Its hard to imagine the types of people who were protesting in Melbourne taking to the streets to protect the rights of Sub Saharan Africans being "forced" to take malaria medications. Its equally hard to see a conspiracy theory being formed that the medication saving peoples lives is plot by Bill Gates or whomever.
