"Completely under control" isn't the same as "elimination".

But it is a non-human reservoir with very limited distribution, and one that few humans come into contact with. So unlikely to be eliminated, but should be possible to eliminate from humans, and kept that way by vaccination and surveillance.

True, but humans are encroaching the very areas where these diseases lurk, Ebola for example. And six or seven new coronaviruses have been discovered in the caves of Myanmar, none dangerous to man they say. As long as the human population grows and clears more land for agriculture, and looks to the forest animals for protein , the danger exists that another outbreak will occur. A vaccine is needed for COVID-19, no doubt, and any mutation that might come from that virus. I'm beginning to think that the formation of those level 4 labs around the World after the SARS 2 was a bad Idea, what with all the conspiracy theories and fears that go with them. Perhaps they should be shut down, and some new multinational labs to research these virus's built with oversight by the UN, in appropriate places. Better than having them where there is no permanent international oversight , and there may be a temptation to develop a weapon.

Tend to agree! It would really need a fully independent, international organisation to manage the establishment/s. I think the term 'Pipe Dream' was used earlier.

The world is full of knockers. That independent organisation could be formed, but it would have to be under the umbrella of the UN. The first hurdle to overcome would be where you place these labs. A neutral country , say Greenland , for example. Make it worth their while. It's doable. Just needs the will , not the wont.
