Last time they changed the regulations all existing passes became invalid and people had to apply for fresh passes.
I guess that will apply from noon on Friday.

That $4000 is a Qld penalty, not Victorian.
Notice that Qld Premier AnastaciaP said people who had been to Victoria, including Queenslanders, would be 'prevented from entering' Qld or forced into quarantine at hotels chosen by the Qld Govt for 14 days at their expense.
The Qld Entry Pass online application already included a question asking if the person had been to a place declared a Covid-19 'hotspot' within the last 14 days by the Qld chief medical officer. Looks like the whole of Victoria is being declared a hotspot.
I just checked the online Qld Entry Pass application and it hasn't been changed yet. Maybe it will change at noon on Friday.

Qld is not alone. SA now also bans people from Victoria, NSW or the ACT, but accepts people from other states and territories IF they first get a border pass online.

I went into town (Dubbo) yesterday. My observation is that there were a lot more people and more traffic than last time I was there two and a half weeks ago. But by and large, people were being very good at observing social distance. The shops and shopping centres I went to were well provided with hand cleaning stations, which a lot seemed to use, the two supermarkets I went to both had wipes provided to disinfect trolley handles (and nearly everyone did).
While everyone's social distancing may not have been perfect, I was pleasantly surprised at how closely it was being followed.
