Masks are worn to aid in preventing the WEARER passing it on.

If everyone out in public wears a mask the rate of transmission drops to jack.

Given the wishy washy testing requirement, false results, latent positives, etc, the wearing of masks overrides everything as a way of stopping community transmission.

At any point in time a person generally doesn't know for sure if they have the virus or not, so wearing a mask mitigates the risk of transmission either way.

    cheers, DL

But but but she won't be able to see her beloved Aussie Rules Team play if she wears Goggles..

Oh bugger, they are all in Queensland presently. Oh well I suppose she will have to die then.

Actually, Victorians were the leaders in social distancing prior to the current outbreak:

Coronavirus Victoria: Social distancing '''best in Australia''' when second COVID-19 surge hit

That lines up with what I see - I went to the shopping centre on Sunday evening and probably 30% were already wearing masks, prior to the announcement about making them mandatory, and everyone was keeping their distance.

Some of the press would have it that there is an anti-mask movement in Melbourne: that hardly explains this:

Coronavirus Victoria: Melbourne residents strip shelves of sewing machines, fabric to make face masks

On the other hand there was this in Perth:

What virus? Footy fans ditch social distancing during Optus Stadium clash

Doesn't sound the slightest bit accurate to me because even last week mask-wearing had noticeably increased. Where I live all the young ones are wearing designer ones, and have been for months, my kids made their own, and I'd guess at least 30% in the supermarket were wearing that or paper ones on the weekend.

    And then there's this:

If my wearing a mask stops me from making someone sick, then I'd be selfish not to do it.

Just a few of months ago the Victorian premier and his health lackies were telling everyone how useless a mask was, but now the science is settled and it’s now a life saver. Anyway, should be another good little earner when the Stazi start dishing out the fines.

    rhetorical question.

if social distancing works, why the need for masks?

I know that a rehetorical question doesn't necesarily need an answer, however:

Stage 3 restrictions weren't having the immedieate effect in reducing new cases in Victoria that a baying media (and some sections of the medical industry) require.

Other places around the world are wearing masks for cultural reasons or because they have no other alternatives (USA)
It's pretty difficult to argue that masks do any harm and may provide some protection from transmission
There seem to be enough masks, unlike at the beginning of the pandemic.

If I was the Victorian premier I'd probably make them mandatory so that I could be seen to be doing something and to shut up the media and sections of the medical industry and also to score some political points by being seen to be doing all I can.

None of this answers your question but it does show some reasons why we are being encouraged to wear masks. The corollary of this is that in future other leaders will grab the mask wearing enforcement as something worthwhile to do in locations where there is little benefit but no harm. NSW has 600 active cases at the moment, all of whom are in isolation. Tracing would appear to indicate there is a very small amount of transmission in the community yet Aunty Gladys is jumping on the mask bandwagon and saying to wear a mask if you are in a situation where it is difficult to avoid potential contact such as on Public transport, an illustration of walking the line between making the mask advocates happy, not wasting resources and masks because people in Dubbo where the chances of transmission are incredibly low will make the judgement that they dont need to wear one, and the negative effects of mandating mask wearing in the face of public reasoning that the small inconvenience of wearing a mask for no reason is an assult on common sense.
