The ACT has been the quiet star of this virus in Aust without all the grandstanding and draconian police enforcement of the other States and Territory. No fines, no border restrictions, massive education campaign and minimal community transmission at the start.

IF VIC population is being just as careful, considerate and thoughtful as the rest of Australia then please explain just why there is such a Massive difference in the numbers of community transmissions of this virus compared to the rest of the States.

If you have ever been involved with Serco,an issue like this is not surprising at all.
Serco's performance guarding refugees on Nauru does not inspire confidence, particularly the alleged rapes and robberies. Several guards were suddenly evacuated to Australia to avoid being prosecuted or revenge attacks, I read.
Referring to my earlier note that the new Qld Entry Passes are only valid for 7 days, I just read something from a Qld Police Chief who noted that the regulations change again next Friday July10, so I predict the passes will have to be renewed again then.

I did wonder who was Supervising the "Supervisors" or Managing the Managers I trust that Vic Govt & or the Feds have a Cast Iron Contract with them.

Just to raise a point of comparison between Victoria and NSW - Victoria has sloppy quarantine security; NSW had the Ruby Princess - maybe that is why their hotel quarantine was more effective. Both episodes show just how infectious this thing is.
