However, I think his point is that unless the person getting out of the car needs the extra width of the parking spot to make it possible to get the wheelchair out of the car or unless the person who goes to the shops has so much difficulty walking that they need to use the closest spots, they probably have less need for the disabled spot that he does.
In the same way that I qualify to park in the "Seniors Parking" near the lift, I wouldn't dream of using one of those spots because I am sure I am more agile than a lot of seniors who are more than a decade younger than I am.
While some cars might be display a disabled sticker, he is convinced that some of the people who use them could easily manage with a normal, narrower parking spot a few metres further from the shops. he needs the extra width just to get out of the car.

 PhilipA if the law catches up with them in Qld they will be twice as sorry, as the fine has doubled to $533.
vnx205 from my reading of this it looks like people assisting permit holder can use the disabled spot.

"On 14 July 2020, the Queensland Parliament passed legislation that means Queenslanders diagnosed as legally blind will be eligible for a disability parking permit.The new laws come into effect on 31 August 2020. From this date, Queenslanders who are legally blind will be able to apply for a permit under the scheme, on a permanent or temporary basis.To ensure disability parking spaces are kept available for those who need them most, the new laws will also double the fine for drivers who illegally use disability parking spaces, an increase to $533."
