The saltier the water the lower the temp needs to be to freeze it. Many moons ago we used to semi freeze prawns in just very salty sea water , many times the water was tested at -8 and still not frozen, just a slurry.

Several grog shops have a machine that uses high salinity slurry to chill bottles before you leave the store.
Most Trawlers have a very cold brine slurry in huge tanks just below the deck that the fish end up in as they come out of the nets.
I think they used to run at around -5 degrees.
