UK number plates start with letter that are related to where it was first registered. My plates are YY so is a car that came from a dealer in the York region. If it was MK are Manchester.
This was done as the Police thought people would recognise a non local car from the letters on the plates being different from everyone else. What they did not understand is that most cars are fleet and go back into central auctions then redistributed to and on sold via motor dealers across the country

That ties in with Malaysia, which has a British colonial history. Lots of infrastructure there reflects that.

In the 50's-60's all Qld. number plates were issued from Brisbane over the counter or by post to country customers. Then P prefix plates were held in certain country offices and issued from there.
PS - An ex Main Roads guy told me that the then new Southport office was the first "country" office to get bulk plates for local issue.

U.K. number plates start with location identifier of 2 letters. Then a code of 2 numbers for year and if registered after March or September. Followed by 3 letters that are randomly generated
