    from my point of view, the people didnt want to take control of the govt (insurrection), they wanted to change the result of an election.

    That's irrelevant though. It's the act of what they did that constitutes insurrection:

    Insurrection

    insurrection n
    : the act or an instance of revolting esp. violently against civil or political authority or against an established government
    ;also
    : the crime of inciting or engaging in such revolt [whoever incites, sets on foot, assists, or engages in any rebellion or against the authority of the United States…shall be fined not more than $10,000 or imprisoned not more than ten years "U.S. Code"]
    .. and some wanted far more than to prevent the certification of the votes.

    The Govt. Staff would have considered that possibility wouldn't they. They would have wouldn't they?
