Disrupting the business of the US government (or trying to) is specifically what insurrection is in US law. And stopping the US Congress from certifying election results would seem to be right at the heart of government, so I cannot see how your statement can be true. A similar riot in this country may not be insurrection, but we are talking about the US, and this action looks to me, as a non-lawyer, to fall squarely and unequivocally into the definition of insurrection.
That's irrelevant though. It's the act of what they did that constitutes insurrection:
