It’s illegal to use “passing” function for other purposes. Same for tooting the horn to say gday or goodbye.

Really. How about a real world example.
Dump truck operator, gets a call and it says his Mum just hit the floor and is on her way to hospital.
He was tipping off a load at the time, done it thousands of times before.
His focus has suddenly shifted and forgot to lower the tray fully before moving off.
Tore out a Coke Ovens Gas main with the tray.
Now there may be many a conversation you can have that won’t take your attention away, and even if it did in 99% of cases won’t cause an issue.
But that one time, at that one moment……
I would agree, if only speed limits were set at a reasonable speed, as determined by actual science. Modern multilane freeways often have a design speed of 130 kph or more. 100 or 110 kph speed limits are artificially low and speeding on those roads has no negative effect on other road user's safety.
Exactly - they are not always accurate and authorities fight tooth and nail not to admit they have a problem.

Google faulty speed cameras and there are links everywhere.

One of my favourite stories lol
I fully agree in some places speed limits could be safely higher "except" noting often people driving 20 to 30kph below the speed limit could be a big sudden up the clacker stopper if traveling much faster over the current speed limits[biggrin]
Love to see red light runners screaming about tickets - that would make me smile lots. With the absolute carnage many fools manage to do below the speed limit I assume we have no change to see increases speed limits. Breaking the speed rules is a choice. Not paying the voluntary taxes is almost always my choice [thumbsupbig]

Personally I fail to see what is so important about most calls that drivers feel they have to answer them immediately instead of waiting until they're parked up somewhere. I see the same people every day drive past my place when I'm out the front gobbing off on their phones. Why? They're not important people and you can bet there calls aren't important either.
As for using work calls as an excuse and them apparently not taking their mind of the road where it should be, that is just so much crap and has been proved to be so I wonder anyone would state it. If that call isn't important enough that you don't even have to think about it, why bother answering/making it in the first place?
As for speed limits, our local motoring organisation states in their last mag under "rules that you may not know" that you mustn't exceed the limit even when overtaking. Utter garbage, it's much safer to exceed the posted limit for the time necessary to get past safely than creeping past right on the limit.
Get past and return to the left hand side of the road as quickly as possible was the way I was taught and I still drive that way on country roads.

While we're on the topic of unnecessary safety rules.
I've always thought that 25km/h speed humps in a 50 zone are ridiculous as well. Why not just make it 25km/h limit or make 50km/h speed bumps? ?
It's driven me nuts for years
