 It comes from the fact that the 'toilet' was outside the house, the bathroom was originally just that, a bathroom.
I lived in a 1930's house in the UK where there was still an outside toilet (on the back of the house) but there was now a toilet in the bathroom. This would have been common as the idea of having the toilet inside the house became more acceptable. The term bathroom was kept even though there was now a toilet in there as well.
