I think it is a Goliath 1100, later Hansa 1100. Built by a subsidiary of Borgward, these are the ancestor of the Subarus with a Boxer engine, and are, apart from the engine, pretty much the same as the Goliath 900, which had a three cylinder two stroke.
My boss on a vacation job I had in the summer of 1959-60 near Captains Flat had one. For the time it was fast and handled the rough gravel roads very well.
