Pull the oven appart and clean every thing underneith.

We had the same prob in a rental we had years ago, the landlord said on the thing that the oven didn't work so when the cook tried it she found it did work it just needed some mechanicing.

Me and a mate did it one day while having a few beers and found that the little rodents had got into the space between the bottom plate and the bottom of the oven and laid a few grains of mouse rice in there mixed with the pink wooly stuff.

Good clean and good as new, and when we moved out the landlord went to charge us to have the oven fixed saying it wasn't on his sheet but we just said proove that it doesn't work and got our bond back from the agent.
