From what I can figure they are just considered headlamps, section 7.3 of ADR 46. go figure. I went on to the Narva and Hella site and the part nos for their spot and drive lights seem to reference the ADR for headlamps.

No doubt "additional headlights" is the legal definition, & perhaps why Hella and Narva refer to ADR46 in their catalogues.
I can never get used to people referring to long range driving lights as spotlighs. When I was a young fellow, spotlights were the hand held gadgets used to illuminate street signs, house numbers, kangaroos, rabbits, etc.
