The Shooroo is a joke, a bloke I know swore by it on his truck recond that it had saved him just hours before when he was talking to me one day, I went out and had a look at the one he had and to his surprise, the wiring had come loose and rubbed on the road making it obviously useless.

It works on oilrigs and ships because it is localised to one are that will be tuned for one type of metal for that area and will use a different type of metal as its annode.
As Blknight posted, they can work if the vehical has no impurities or weakened areas allready but this is not very often the case.
Fish oil is still the best defence against rust.
