    Say that they are needed so to go with the RAEME workshop pairs. Cause it's no good just having the workshop and nothing to work on!

    Every REMLR&LT** chapter would need at least 1 Leopard otherwise it's unconstitutional (that makes at least 8 including the territories).

    BTW why do they want war veteran groups to get them when they never went to war?
